Social Inclusion and Community Activation Programme (SICAP)

Local Community Development Committees may support community groups and projects that reduce poverty and promote social inclusion.

The Social Inclusion and Community Activation Programme (SICAP) 2018 – 2023, the successor programme to SICAP 2015 – 2017, is the Irish Government’s primary social inclusion programme.

SICAP aims to reduce poverty and promote social inclusion and equality in Ireland by supporting communities and individuals via community development, engagement, and collaboration.

SICAP’s primary target groups include disadvantaged individuals and communities who may not be willing to access mainstream services. As a social inclusion programme, SICAP is unique in taking a community development approach that is focused on empowering communities and individuals to identify and formulate responses to their own needs. 

SICAP is managed locally by 33 Local Community Development Committees (LCDCs), with support from local authorities. SICAP actions are currently delivered by 46 Programme Implementers across 51 geographic areas, known as Lots.

The current Programme Implementers are Local Development Companies (LDCs), also known as Partnerships. In Carlow the SICAP Programme is managed by Carlow LCDC and implemented by Carlow County Development Partnership CLG.
