Carlow County Council's Local Enterprise Office and Library Service are delighted to announce the launch of the Right to Read Programme, an exciting initiative designed to promote literacy, creativity, and lifelong learning throughout County Carlow.
Aimed at 4th, 5th and 6th Class students across the county, the programme seeks to inspire a love of reading and writing while developing literacy, communication, and creative thinking skills among young learners.
As part of the programme, a series of engaging and educational videos has been developed featuring renowned Irish author Caroline Busher, whose work has inspired young readers across Ireland. Through these videos, Caroline shares her passion for reading, writing, storytelling, and creativity, while offering practical advice and techniques on how to craft a compelling and engaging story. Drawing on her experience as an acclaimed author, she provides valuable tips on developing characters, building plots, and sparking imagination, inspiring aspiring writers to explore their own creative potential and discover the joy of storytelling.
The Right to Read Programme highlights the important role that literacy plays in personal development, education, community participation, and future opportunities. By bringing together the expertise of the Library Service and the Local Enterprise Office, the initiative aims to foster a culture of reading, creativity, and learning throughout the county.
Speaking about the programme, Cathaoirleach of Carlow County Council, Cllr Tommy Kinsella, welcomed the initiative and its positive impact on local communities.
"The Right to Read Programme is a wonderful opportunity for young people across County Carlow to discover the enjoyment and benefits of reading. By engaging with Caroline Busher's inspiring videos, pupils in 4th, 5th and 6th Class will be encouraged to use their imaginations, develop their literacy skills, and explore the exciting world of storytelling. We are delighted to support an initiative that invests in the future of our children and communities."
Kieran Comerford, Head of Economic Development and Enterprise, Carlow County Council, highlighted the broader benefits of literacy and learning.
"Strong literacy skills are fundamental not only to education but also to employability, entrepreneurship, and economic development. Through this collaboration between our Library Service and the Local Enterprise Office, we are helping young people to develop skills, confidence, and creativity that can benefit them throughout their lives."
Lisa Hutton, EU Project Co-ordinator, Carlow County Council, emphasised the importance of partnership and innovation in delivering the programme.
"The Right to Read Programme demonstrates how collaborative initiatives can deliver real benefits for communities. By combining the expertise of our Library Service, enterprise supports, and creative partners such as Caroline Busher, we are providing accessible and engaging resources that encourage reading, learning, and participation among young people across County Carlow. We hope the programme will inspire students to develop their storytelling abilities and discover a lifelong love of books and creativity."
The video series featuring Caroline Busher will be available through Carlow County Council, Carlow Library Service, and participating schools, providing teachers, students, and families with accessible resources to support reading, literacy development, and creative writing.
The Right to Read Programme reflects Carlow County Council's ongoing commitment to fostering inclusive educational opportunities, supporting community engagement, and encouraging a lifelong love of reading among people of all ages.
Closing date for entries is Wednesday the 4th November 2026 and the prizegiving for finalists will be held on Thursday the 19th November 2026.
