Carlow County Council is delighted to launch an ‘Affordable Housing Scheme’ at Railway Close, Shillelagh Road, Tullow Co. Carlow. 

A total of 2 affordable homes consisting of 2 no. 3-bedroom semi-detached two storey dwellings are being made available for sale by Carlow County Council in the residential development of Railway Close, Tullow, Co. Carlow under affordable dwelling purchase arrangements in accordance with the Affordable Housing Act 2021 and associated Affordable Housing Regulations.

It is recommended that you register for your account on Carlow County Council’s Consult Platform ahead of the opening date for applications.  Registration for Consult portal opens on Friday 14th August at https://consult.carlow.ie/. Create and verify your account and remember/note your password. 

Applications will then open Friday 28th August at 8.00am and close Friday 18th September at 12 midnight.  You must apply via the online portal https://consult.carlow.ie/  Applications will be initially prioritised in order of date and time received in accordance with Carlow County Council’s Scheme of Priority for Affordable Purchase Arrangement.  All information in relation to this Affordable Housing scheme is available on the Affordable Housing Scheme Section of Carlow County Council’s website at www.carlow.ie.

The purchase price you pay will be calculated based on your income and mortgage capacity. You will enter an Affordable Dwelling Purchase Arrangement with Carlow County Council, who will take an equity share in your home, equal to the difference in the open market value and the purchase price you pay. The equity share is expressed as a percentage of the market value of the home.

You can choose to buy out the equity share in your home at any time within 40 years by one or a series of payments to Carlow County Council. Certain events can trigger the equity share to be repaid, for example, when you decide to sell your home.

To be eligible to apply for the scheme, applicants must satisfy the following criteria:

  • You are over 18 years of age
  • You are a First-Time Buyer or meet the exceptions under the Fresh Start Principle.
  • Each person included in the application must have a right to reside in the State.
  • The home must be your normal place of residence.
  • You must need at least a 5% equity share from the local authority. 
  • You have a minimum deposit of 10% of the purchase price.
  • It is recommended that applicants have their mortgage approval in principle prior to applying for this scheme or at least be in a position to apply for a mortgage.

The price you pay for your home will be determined by your income and mortgage capacity. The table below sets out indicative income limits. If your gross household income is above these limits but you have reduced mortgage capacity, you may still be eligible to apply.
