Summary of Social Housing Assessments (SSHA) 2025

Local authorities assess applications for social housing based on housing need. Approved applicants are placed on the housing list which is reviewed each year.

Carlow County Council is at present preparing a Summary of Social Housing Assessment in accordance with Section 21 of the Housing (Miscellaneous Provisions) Act 2009 and as prescribed in the Social Housing Assessment (Summary) Regulations, 2016.

Carlow County Council is contacting applicants who have applied for social housing prior to 27th June 2024, to confirm if they still require social housing support.  Applicants must confirm their housing requirements by completing the SSHA form which issues to them.

Applicants who have been reviewed/assessed after the 27th June, 2024 will not receive a form as their file has been recently assessed.  RAS, HAP and approved Transfer Applicants are not included in this assessment. 

Fully completed forms and all required documentation should be returned by post in the FREEPOST envelope provided, no later than Friday 12th September, 2025. 

All forms returned will be assessed to ensure that each applicant has a continuing need for social housing support. 

If the applicant no longer requires social housing support or is no longer eligible, their file will be closed.

DOCUMENTS REQUIRED FOR THE ANNUAL ASSESSMENT

  • These may apply to you if your circumstances have changed recently/since you applied or since you last updated your information with the Council.
  • We may need you to submit further documentation and we will tell you about this as quickly as possible if needed. 
For all household members Proof of current address (e.g. utility bill, copy of lease or rental tenancy agreement) 
Any new household members (e.g. new babies)  Birth Certificate and PPS. No for any new household members
Any recent Marriages or Civil Partnerships  Marriage/Civil Partnership certificate
For all household members in employment 

Evidence of 12 months’ income prior to the date of application must be submitted through a combination of the following:

Current Year:

Pay and Tax Details 2025 -This can be obtained from Revenue’s online service, myAccount and will include all employments in this current year to date.

Previous Year:

Statement of Liability 2024 - This can be obtained through Revenue’s online service, myAccount* or your local Tax Office

And

Employment Detail Summary report(s) for each employment held in 2024. This can be obtained from Revenue’s online service, myAccount

For all household members in self-employment  
  • A Notice of Assessment and/or Self-Assessment Acknowledgment letter for 2023
  • Audited Accounts for both 2023 & 2024
For all household members in receipt of social welfare Please state what Social Welfare payment that you are in receipt of i.e Jobseekers Allowance, OPF etc.  This payment will be verified via our system link to DSP.
Any household member who is a non-EEA national 

A copy of the latest IRP card (formally GNIB card) 

Proof of citizenship or permission to remain in Ireland for all household members.  Copy of letter from Department of Justice must be submitted

Any recent legal separation or divorce 
  • Full copy of Divorce/Separation Agreement 

If there is no Divorce/Separation Agreement, a letter from your Solicitor confirming: -

  • That there is no formal separation agreement
  • That there are no court proceedings pending under the family law legislation
  • The position in relation to maintenance and other payments, if any.
  • The position in relation to the property/land ownership.
Any recent custody arrangement  Details of your access arrangements, with confirmation if overnight is included, i.e. Copy of Court Order for Access or Affidavit signed by both parents and witnessed by a Commissioner for Oaths or Practising Solicitor. 
Any recent maintenance arrangements  Income from Maintenance payments/copy of Court Order if applicable or from person confirming payment if no legal agreement in place.
Applications on grounds of any NEW Medical or Disability Grounds (if applicable)

Occupational therapist’s report in respect of any specific accommodation requirements.
