Community Climate Action Programme

This programme is the result of a number of stages of development on the topic of climate change and citizen and community engagement at a national level.

Community Climate Action Programme 

Central government has allocated €60 Million nationally over three years through the Climate Action Fund to support community-led climate initiatives. 

The Community Climate Action Programme (CCAP) aims to support and empower local community groups build low-carbon communities in a structured and sustainable way, while contributing to national climate and energy targets.

Who Could Apply 

The CCAP accepted applications from; 

  • Not for profit organisations located within Co. Carlow 
  • Groups registered with the Carlow Public Participation Network (PPN) 
  • Groups affiliated with recognised organisations (e.g. national sporting bodies, Tidy Towns, etc.) 
  • Groups with a governing documents (constitution, memorandum, or articles of association) 
  • Groups that hold an AGM with approved minutes available 

Eligible Project Themes 

Applications were required to address at least one of the programme’s five themes: 

  • Community & Energy 
  • Food & Waste 
  • Travel 
  • Shopping & Recycling 
  • Local Climate and Environmental Action 

The CCAP provided 100% grant aid for approved projects

Phase 1 (2024 Funding Round) 

A total of €378,000 was awarded in 2024 to community groups across County Carlow to deliver projects over an 18-month period.

Applications for Phase 2 closed on Tuesday, 16 December 2025. 
A total of 23 applications were received, with a combined value of €926,502, demonstrating strong community commitment to climate action. 

In May 2026, Minister for Climate, Energy and the Environment Darragh O’Brien   announced funding of €423,696.11 for 18 projects in Carlow.
