Carlow County Council Arts Service have led and developed a Writer in Residence Programme in partnership with the Arts Council of Ireland/Carlow County Library Services and Carlow College. Previous writers in Carlow have included writer Peter Murphy, Screenwriter, Oonagh Kearney, Playwright, Darren Donohue, Spoken Word Artist Colm Keegan, Poet, Jessica Traynor, Memoir Writer Arnold Thomas Fanning, Song Writers Mick Hanly and Fiach Moriarty and Screenwriter Marc-Ivan O’Gorman. Other writers have included Sean Hardie, Playwright Bryan Delaney and John Mackenna.
Carlow County Council Arts Service initiated Take A Part Carlow which is a socially engaged arts initiative taking place in the Tullow Road area of Carlow Town.

Carlow County Council Arts Service initiated County Carlow Youth Theatre which can be found on Facebook and is resident in VISUAL Carlow.
Carlow County Council Arts Office is pleased to present Carlow Beo! a celebration of live performance in all its forms, bringing people together in local spaces in County Carlow to connect in culture and creativity.
Carlow Beo! a live performance events programme for the County will fund a wide variety of performance events including, but not limited to, live music and song, performance, comedy, theatre, street arts, spectacle and dance. Events can take place at venues, libraries, parks, and community centres throughout the county.Outdoor performance events are particularly welcome. Small scale solo performances and unplugged presentations through to amplified concerts will be considered.
The 2026 Carlow Beo! programme was launched in February 2026 with events taking place between April and November.
