(A). Purchase of Land
Carlow County Council is seeking Expressions of Interest from landowners for the purchase of land for social housing purposes in the Carlow Town urban area. The Council is interested in proposals on brownfield and greenfield sites.
Land to be considered must be zoned. Relevant zoned land where residential development is permitted would include: - ‘Town Centre’, Village Core’, ‘Existing/Infill Residential’, and ‘New Residential’, and/or form part of an Unfinished Housing Development.
(B). Turnkey/Ready to Build Development Sites
Carlow County Council is seeking Expressions of Interest from Developers, Contractors and Property Owners for the purchase of turnkey developments or purchase of development sites with planning permission for social housing purposes in Carlow Town, Ballon, Fenagh, Kildavin, Borris, Tinnahinch, Hacketstown and Bagenalstown. Carlow County Council will consider proposals on greenfield and brownfield sites. Brownfield developments that would remove dereliction or tackle vacancy would be welcomed.
(C). Properties with potential for renewal
Carlow County Council is seeking Expressions of Interest from Developers, Contractors and Property owners for properties with potential for renewal i.e. properties that are vacant/derelict/in need of refurbishment as turnkey properties.

Expressions of Interest to be submitted by e-mail only to capitalhousing@carlowcoco.ie marked “Expression of Interest – Land/Turnkey Development”. Expressions of Interest will be assessed on a rolling basis up to 31st December 2026.
Carlow County Council is not obliged to purchase any of the schemes, land or units submitted as part of this process.
